As specified by Annex 14, vol. I of ICAO regulations (Low Intensity – Type B / Type C), Low Intensity Obstruction Light should be used to warn the presence of moving vehicles on the airport grounds.
According to current regulations, when in motion, the light must be Type C (amber, 60-90 FPM flash), with a 40cd peak; when stationary, it is considered a fixed obstacle, so the light must be Type B (red, steady), with a 32cd peak.
